Erstwhile in the State of Assam 3(three) Karate Sports associations, namely, (1) United Karate Do-Association of Assam, (2) Assam Karate Association and (3) All Style Karate-Do Association, Assam, were running the functioning of the Karate sports and conducted its various acts and activities and when this fact came to the knowledge of the Assam Olympic Association (AOA), the General Secretary, Sri Lakhya Konwar of AOA, intervened the matter for the interest of the betterment of the sports and called upon all the Officials of the 3 (three) Association for an open discussion for their unification into one strong body and with such a view a meeting was held on the 24th day of February’2020 in the Conference Hall of the Assam Olympic Association (AOA), wherein representatives of all these organisations/association remained present but in spite of the best effort put forth by the AOA no constructive decisions could be arrived at in the said meeting, inasmuch as, the members of these organisations prayed for time to come to a final decision but even after expiry of the time allotted to them none appeared and hence Assam Olympic Association (AOA) as per the resolution taken in the meeting dated 24/02/2020 and also in pursuance of the powers conferred upon it, AOA had finally formed an Adhoc-Committee in the name and style as “Assam State Karate Association (ASKA)” for the greater interest and the wellbeing and betterment of the Karate Sports and accordingly this association came into existence in the year 2020 and was affiliated under the Assam Olympic Association (AOA). Thereafter, in the year 2022 under the guidance and advice of Sri Lakhya Konwar, General Secretary, Assam Olympic Association (AOA), a Special Adhoc Committee meeting of the Association (ASKA) was held on 13/04/2022 and apart from others it was resolved to adopt and enact a Constitution of the Association (ASKA) in the Annual General Meeting to be held on 08/05/2022 at Deshabhakta Tarun Ram Phookan Indoor Stadium, R. G. Baruah Sports Complex, Nehru Stadium, Guwahati and further nominated and appointed Sri Indranil Gogoi, Advocate, Gauhati High Court as the Chairman of the Constitution Draft Committee and Sri Adarsh Choudhury, General Secretary, Assam State Karate Association, Sri Ashok Kumar Ray and Ms. Tanushree Das, both advocate of Gauhati High Court as Members of the said Committee and thereafter the Constitution Draft Committee had prepared and submitted the draft Constitution before the Executive Committee of ASKA which was unanimously accepted and adopted in the Annual General Meeting held on 8th day of May’2022 and gives to themselves the Constitution. ASKA has duly been affiliated by the “Assam Olympic Association”.
However, due to the use of the word “State” in the name of the Association, it became difficult to register the Association with the Registrar of Firm & Society with its name as “Assam State Karate Association (ASKA), inasmuch as, vide its letter dated 19th November’2022, the Registrar of Firm and Society, Govt. of Assam, had made it clear that as per section 3A of the Societies Registration Act, XXXI of 1860, no Society shall use in its nomenclature any of the words, namely:-“Union”, “State”, “Land Mortgage”, “Gandhi”, “Reserve Bank” or any other word expressing or implying the sanction, approval or patronage of Central or any State Government or any word which suggest or is calculated to suggest connection with any local authority or any corporation or body constituted by the Government under any law for the time being in force except when the State Government signifies its consent to the use of such words as per the name of a Society by Order in writing”, and hence on 5th February’2023, a Special General Body Meeting of the Association was called for to discuss and short out the aforesaid issue and after having a detailed discussion it was unanimously resolved that the name of the association, i.e., “Assam State Karate Association (ASKA)” shall be replaced by deleting the word “STATE” from it and by inserting the word “ALL” in it and shall accordingly be recorded in all the official documents/records and the name in the constitution be replaced with its new name as the “ALL ASSAM KARATE ASSOCIATION (AAKA)” and it shall thereafter be registered with the Registrar of Firm & Society, Govt. of Assam and considering the aforesaid developments the name of the Association shall be known to all as the “ALL ASSAM KARATE ASSOCIATION (AAKA)” and it shall remain an affiliated member of the “ASSAM OLYMPIC ASSOCIATION (AOA)” and the NATIONAL SPORTS ASSOCIATION (NSF) for Karate and to do such lawful changes, alteration and/or addition the said committee unanimously nominated and appointed Sri Indranil Gogoi, Advocate, Gauhati High Court as the Chairman of the Constitution Committee and Sri Ashok Kumar Ray, Ms. Tanushree Das, Mrs. Madhushmita B. Pathak, Ms. Sabrin Zaman all are advocates of the Hon’ble Gauhati High Court and Sri Adarsh Choudhury, General Secretary, Assam State Karate Association, as Members of the said Committee and Sri Diganta Kalita, MLA as the Convenor of the said Drafting Committee and thereafter the Constitution Draft Committee had prepared and submitted the draft Constitution before the Executive Committee of the Association which was unanimously accepted and adopted in the Annual General Meeting held on 7th day of May’2023.
